  3. Local organizers nominate community leaders to serve as jurors 
  4. Organizers call an emergency Town Hall Meeting in their county
  5. People vote for 24 Local Community Leaders as Jurors
  6. Jury Members are considered to be “elected officials".
  7. These elected officials become the standing jury panel for the county
  8. These officials compose the County’s 4th Branch-Common Law Grand Jury
  9. Representing the direct voice of the People in Congress and Local Government
  10. The Jury is named after the county
